There are many places that are offered in courses that depends on nationality of student

If the student is applying from any other country except Australia then your visa application will always be assessed according to Assessment Level 3, 4 or 5, but you should provide these things:

Provide letter that should be ‘offer of a place in a course’ and which should be provided by Australian education provider and use this letter at the time when you lodge your application; and
Provide an electronic confirmation of the certificate that were enrolment by student and was issued by your education provider to lodge your application if Australian overseas mission requested you to show.

Actually this is the best process that will allow a preliminary or Pre-Visa Assessment that should be made on your application to check whether you are seeking to enter Australia for study purpose or for any other purpose. An electronic confirmation of enrolment certificate is required when apply for Australia or apply outside Australia in assessment Level 1 or 2 and is mostly required before you lodge your application. A copy is also provided with your application which is very important.
