In most of the cases you have to apply for study permit but you do not need it any way. There are many benefits of study permit even you do not any one from them. When ever you need to apply for a study permit visa, then there is a need of letter that you should include with your application and you should understand it as your option. For example the letter can be like this

“Dearest Visa Officer”

I would like to have study permit visa for my English language course that is of eight weeks and I would love to apply for the Canadian university programs when I finish the English course.”
